2021年初，第十三届全国人大四次会议审议通过了《中华人民共和国国民经济和社会发展第十四个五年规划和2035年远景目标纲要》（以下简称《纲要》）。

中国外文局、当代中国与世界研究院组织各语种中外专家进行全文翻译，经研商审定，形成汉英、汉法、汉俄、汉日、汉西、汉德、汉阿、汉葡、汉韩等9个汉外对照文版。目前汉英、汉日对照版已发布，其他语种将陆续推出。现将《纲要》专栏内容形成汉英对照，供业界及相关人员参考使用。

1.都市圈建设

在中心城市辐射带动作用强、与周边城市同城化程度高的地区，培育发展一批现代化都市圈，推进基础设施互联互通、公共服务互认共享。

2.城市更新Urbanrenewal

完成2000年底前建成的21.9万个城镇老旧小区改造，基本完成大城市老旧厂区改造，改造一批大型老旧街区，因地制宜改造一批城中村。Completetherenovationof219,000oldresidentialcommunitiesbuiltbefore2000incitiesandtowns,completetherenovationofoldfactoryareasinbigcitiesandtransformanumberoflargeoldblocksaswellasanumberofvillagesincities,accordingtolocalconditions.

3.城市防洪排涝Urbanfloodcontrolanddrainage

以31个重点防洪城市和大江大河沿岸沿线城市为重点，提升改造城市蓄滞洪空间、堤防、护岸、河道、防洪工程、排水管网等防洪排涝设施，因地制宜建设海绵城市，全部消除城市严重易涝积水区段。Focusingon31keyfloodcontrolcitiesandcitiesalongmajorrivers,weupgradethefloodstorageanddetentionspace,embankments,revetments,rivercourses,floodcontrolworks,drainagenetworks,andotherfloodcontrolanddrainagefacilitiesinurbanareas,andbuildspongecitiesaccordingtolocalconditions,toeliminatetheareasthatareverypronetowaterloggingincities.

4.县城补短板Shoringupweaknessesincounties

推进县城、县级市城区及特大镇补短板，完善综合医院、疾控中心、养老中心、幼儿园、市政管网、市政交通、停车场、充电桩、污水垃圾处理设施和产业平台配套设施，高质量完成120个县城补短板示范任务。

（十二）促进边境地区发展工程

1.边境城镇

Bordertowns

完善边境城镇功能，重点支持满洲里、宽甸、珲春、绥芬河、东兴、腾冲、米林、塔城、可克达拉等边境城镇提升承载能力。

ImprovethefunctionsofbordertownsandfocusonsupportingbordertownssuchasManzhouli,Kuandian,Hunchun,Suifenhe,Dongxing,Tengchong,Milin,Tayu,andKokdalainincreasingtheircarryingcapacity.

2.抵边村庄Bordervillages

完善边境村庄基础设施和公共服务设施，新建抵边新村200个左右，实现抵边自然村道路、电力、通信、邮政、广电普遍覆盖。Improvetheinfrastructureandpublicservicefacilitiesinbordervillages,buildabout200newvillagesinborderareas,andachieveuniversalcoverageofroads,electricity,communications,postalservices,radio,andtelevisioninbordervillages.

3.沿边抵边公路Highwaysalongandtotheborders

建设集安至桓仁、珲春至圈河、泸水至腾冲、墨脱经察隅至滇藏界、青河经富蕴至阿勒泰、布伦口至红其拉甫、巴里坤至老爷庙、二连浩特至赛罕塔拉等沿边抵边公路。BuildhighwaysalongandtothebordersincludingJi’an-Huanren,Hunchun-Quanhe,Lushui-Tengchong,Motuo-Chayu-Yunnan-Tibetborder,Qinghe-Fuyun-Altay,Bulungkol-Khunjerab,Barkol-Laoyemiao,andErenhot-Saihantalahroads.

4.边境机场Borderairports

建设塔什库尔干、隆子、绥芬河等机场，迁建延吉机场，建设20个左右边境通用机场。

5.边境口岸Borderports

建设里孜、黑河、同江、黑瞎子岛口岸，改造提升吉隆、樟木、磨憨、霍尔果斯、阿拉山口、满洲里、二连浩特、瑞丽、友谊关、红其拉甫、甘其毛都、策克、吐尔尕特、伊尔克什坦口岸。BuildportsinLizi,Heihe,Tongjiang,andHeixiaziIsland,andtransformandupgradetheportsinJilong,Zhangmu,Mohan,Horgos,Alashankou,Manzhouli,Erenhot,Ruili,Youyiguan,Khunjerab,Ganqimaodu,Ceke,Torugart,andIrkeshtam.
